As Mayor Franklin continues to cut services and jobs to balance the budget. I again refer those affected and who are truly interested to do OPEN RECORDS. Check and review the outrageous increases she granted to the Police Chief, Director of Water Management, etc.  All of which, as reported on the news stations, were increases over $125,000 a year for each.  Check and review why councilpersons make $30,000 a year with a $30,000 a year expense account. Check on the income and number of staff members utilized to support the Mayor and Council.  Check on the trips and other "perks" exercised by these members.

I do not think it is unreasonable to assume the Mayor should have the knowledge to perform and fullfill a balanced budget before spending monies that are not available. Recently, the Mayor purchased papers written by the Rev. King in the amount of $80,000.  I would have thought the family would have donated these documents. But, as this was not the case, the Mayor should have not spent monies in this area or any other relative areas and then release city workers for lack of funds.

You should also question as to why upper management salaries and perks are not decreased in order to help bring the financial problems into line and thereby reducing the impact to release workers.  It looks like the financial pie can only support upper level management -- too many chiefs and not enough essential workers.

Budgetary matters are suppose to be balanced and approved prior to any spending. Now some residents face losing essential, necessary public safety services and workers are losing their employment due to the ineptness of those in office.

The operational running of the City of Atlanta has been a joke for at least 30 years. So why stop now!!!

Residents of Atlanta you should be able to expect those elected to any office have the intellect, skills, and abilities to operate, manage administratively and financially, the everyday business of the City.  YOU SHOULD EXPECT NO LESS.

Frustration at the end of a crisis does little good -- do your homework and make real changes.

As I have not noticed any responses, I assume you need help on how to obtain open records and research information.

1. Know the names of the individuals
2. Go to the Human Resource Department and/or Personnel Department and request an open record form on the said individuals, request the records indicating their level of education, jobs held, skills in the area of expertise, salary, incentive bonus, expense accounts; then, request open records that indicate if their salary increases are in line with other employees; if not, for example, a police officer only received a 3% a year increase while a department head received a 30% a year increase. Increments in upper management may well be one of the many financial woes within the City's problems.
2. Do the same with all department heads, assistant department heads, upper level management staff, etc.
3. Could the lack of mismanaging funds be another problem.
4. Search for accountability.
5. Cities and other government entities are not suppose to make profits. Funding comes from taxpayers.
6. Search out how your tax dollars are being spent and especially wasted.
7. A balanced budget is suppose to be submitted for approval prior to each budget year and each department works from that budget. You balance your checkbook and the City Mayor and Council are to and must work from a balanced budget. You do not spend monies you do not have or collected.

Stop your whinning and do open records and then make a judgement call.

Forgive me, I failed to mentioned something important, it is as follows:

1. You can request open records on:
Elected Officials
Mayor and Council
City Manager
Assistant City Manager
Any Department Head and their Staff
Any employee
Any civil servant
This also includes those working in
private industry.

2. No one is exempt. So if you should be told, oh that position is elected or that position is exempt or non-exempt. Bull, you have the right and CANNOT BE DENIED open records. BUT, YOU DO NEED TO BE SPECIFIC ON THE INFORMATION YOU ARE REQUESTING.
